The path towards new investment and development initiatives in the Upper Lee Valley is prepared. The ULV is perfectly positioned as a place to start, stay and grow.

The ULV is a key location in North London undergoing major transformation. It has excellent accessibility and proximity to other major growth hubs in and around London. There are significant opportunities to develop key sites for a range of uses including housing, mixed use, employment and industry. The Upper Lee has abundant green spaces and water frontages forming an under-utilised resource and offering excellent regeneration opportunities.

The area today

The ULV is defined not just by its industrial character, but also by its physical geography – especially the Lee Navigation Canal, Lee River and three major reservoirs. Much of this water is currently hidden from view behind existing industrial estates, or enclosed within the boundaries of restrictive land ownerships. The Regional Park is a similarly under-used asset, with proposals for increased accessibility and providing a focus for regeneration.

Over the next decade, London is set to exploit this potential and realise the benefits of the ULV to meet the needs of its population, and strengthen its role as part of a world city.

The ULV is set to deliver substantial housing and employment targets over the next decade. In order to support this growth and to establish new communities in the Upper Lee, localised public transport improvements will be sought, and a range of new social infrastructure will be required in the form of schools and health centres. In addition, open space improvements combined with new leisure and recreational facilities will contribute to create a model for sustainable living.

  • A number of large sites have been identified as zones of change within the ULV which will form the backbone of the regeneration initiatives for the area

  • There is an emerging consensus among development agencies and public authorities to attract large-scale, coordinated investment into the area

  • The Lee Valley Regional Park and extensive waterside frontages have the potential to enhance investment value by offering significant leisure and lifestyle opportunities. They also provide opportunities for sustainable transport for both business and freight activities

  • The London-Stansted-Cambridge-Peterborough growth corridor offers great potential for development and intensification in gap sites along the A1010

Competitive and confident

The ULV will become a vibrant and diverse region for businesses and communities, strengthening its profile in the wider South East. Strategically placed to deliver local, regional and national priorities for housing and employment, the ULV forms an integral part of The Mayor’s vision for growth in North London.

A green heart

The large expanses of waterways and parkland are particularly important assets in the ULV – with the potential to strengthen land values, stimulate investment and encourage environmental and economic transformation. These areas provide a ‘green heart’ for the region, enriching the quality of life for those living and working in the area.

Beautiful and liveable

The ULV is peppered with inviting waterways and parkland, providing an attractive backdrop for new development initiatives in the future. New developments in the area will have the opportunity to embrace these green open spaces, opening up attractive views and access to the water. Improving access will allow new communities to live in the area and provide opportunities for investment in the industrial infrastructure. Development in the ULV will embrace the parkland and waterways, promoting the area as ‘North London’s Waterside’.
