Strategically located for growth

Strategically placed to deliver local, regional and national priorities in terms of housing and employment, the ULV forms an integral part of The Mayor’s vision for growth in North London, as set out in the London Plan and Sub-Regional Development Framework5. The Mayor is in the process of preparing an Opportunity Area Planning Framework for the ULV, which is due to be published in 2008. The purpose of this document is to provide certainty to the development process for both public and private sector investment.

The ULV has a well established transport network and is close to other growth areas both in and outside London. Central, regional and local government supports the proposed growth in the ULV. It is through a co-ordinated approach that the vision for growth in the ULV will be delivered.

The ULV is strategically located with strong links to:

  • The City

  • West End/Central London

  • London–Stansted–Cambridge-Peterborough growth corridor (6 )

  • Heathrow, Stansted and City Airports

  • M25, M1, M11 and A10

  • Olympic Site

As a major corridor in and out of London, the ULV offers direct rail links into the City via Liverpool Street and Stansted Airport, as well as providing excellent access to the M25, M11, A10 and North Circular road network.

A catalyst for growth

The Olympic Park in the Lower Lee Valley to the south in Stratford is already recognised for the positive impact it will have on surrounding Boroughs. Millions of pounds of investment has already been invested into neighbouring areas around Stratford, with new housing and commercial projects already well underway. With Stratford only 12 minutes from the ULV by rail, the benefits of the position of the ULV are clear.

A corridor for growth

Falling within the London-Stansted-Cambridge-Peterborough growth corridor6, the London Plan identifies the ULV’s fundamental role in the corridor’s growth potential. Central, local and regional government all support the vision for more housing and jobs in this key area.

Targeted expansion within the growth corridor is currently driven by key proposals such as the future growth of Stansted Airport and its transport and employment requirements, providing additional momentum for the ULV as it develops into a sustainable and highly accessible hub for businesses and communities alike.

Change is already underway, with planning permissions in Tottenham Hale, support for the new masterplan at Blackhorse Lane, and significant retail developments in Edmonton and Enfield. Consensus is also building for a major development proposal at Central Leeside in the context of an Area Action Plan being jointly prepared by Enfield and Haringey Councils. More is to come with the delivery of Enfield Council’s place shaping proposals at Ponders End and the completion of an Area Action Plan for North East Enfield.

With a network of rail links to central London, Stratford and Stansted, as well as A-roads and motorways, the Upper Lee Valley has good strategic transport connections. The future lies in enhancing strategic and local connectivity, enabling people to meet, mix and move together.
